ABOUT THE ZAMBIA SMALL BUSINESS GROWTH INITIATIVE (SBGI)

The Small Business Growth Initiative (SBGI) is a catalytic facility co-designed by the National Advisory Board for Impact Investment (NABII) Zambia, and the Bank of Zambia (BoZ) and supported by GSG Impact. Backed by ZMW 5 billion in seed capital from the BoZ, the SBGI is designed to unlock affordable finance for MSMEs by de-risking lending for local financial institutions. The initiative operates as a Special Purpose Vehicle (SPV) that provides funded portfolio guarantees (ranging from 40% to 80% coverage) to Participating Financial Intermediaries (PFIs).

CONTEXT OF THE ASSIGNMENT

The SBGI is transitioning from its design phase into full implementation and fundraising. To effectively engage its three core audiences, Participating Financial Institutions (PFIs), MSMEs, and International Investors (DFIs/Philanthropic), the SBGI requires a professional digital presence and high-impact marketing collateral. These tools will serve as the primary interface for communicating the facility’s value proposition, reporting impact, and facilitating the onboarding of partners.

OBJECTIVE OF THE ASSIGNMENT

The primary objective is to develop a comprehensive digital platform (website) and a suite of marketing materials that:

  • Clearly articulate the SBGI’s blended finance model and its four strategic pillars: Macro Impact, Security, Sustainability, and Scale.
  • Serve as a resource hub for PFIs to understand eligibility, report obligations, and guarantee mechanisms.
  • Showcase data-driven insights through a “Learning Lab” portal to attract third-party capital.

SCOPE OF WORK

The consultant will be responsible for the following:

Website Development

  • Core Pages: Home, About Us (Vision/Mission), Governance Structure, and Facility Overview.
  • PFI Portal: A dedicated section explaining the two-stage selection process (EOI and RFP) and “Qualifying Loan Portfolio” (QLP) criteria.
  • Learning Lab & Data Dashboard: An interactive section to host impact reports, peer learning resources, and aggregated MSME lending data.
  • Investor Relations: Information on Class B non-voting equity and debt notes for prospective DFIs and philanthropic funders.
  • Technical Assistance (TA) Hub: Details on Business Development Services (BDS) for MSMEs and capacity building for PFIs.

Marketing Materials

  • Digital Pitch Deck: A professional version of the current SBGI Pitch Deck for investor outreach.
  • Fact Sheets: Segment-specific 2-pagers for (1) Financial Institutions, (2) BDS Providers, and (3) Policy Makers.
  • Impact Infographics: Visual representations of the 7.2x leverage ratio and the target of 12,000 MSME loans, and many more.
  • Brand Identity: Development of a logo and style guide that incorporates the logos of key partners like BoZ, NABII, and GSG Impact.

DELIVERABLES

  • Brand Identity Manual: Including logo, typography, and color palette.
  • Fully Functional Website: With integrated CMS and mobile responsiveness.
  • Suite of Marketing Collateral: In both digital (PDF) and print-ready formats.

TIMELINE

The assignment is expected to be completed within 30 working days from the contract signing date, with all work to be finalised by 30 March 2026.

QUALIFICATIONS & EXPERIENCE

The ideal consultant or firm should have:

  • Demonstrated experience in digital branding.
  • Strong portfolio in web development with data visualization capabilities.
  • Understanding of the Zambian financial ecosystem and MSME landscape will be an added advantage.
  • Experience working with multi-stakeholder initiatives involving government and international DFIs will be an added advantage.
